This dematerialization speeds up certain processes, but it also creates friction points that the official platforms do not always cover.
When the ANTS portal is down, regulatory deadlines continue to run
A point rarely highlighted: the obligation to declare the transfer within 15 days remains applicable even if the portal is unavailable. Prefectural reports relayed in April 2026 confirmed prolonged maintenance periods of the ANTS site, temporarily preventing any online procedures.
For the seller, this situation poses a real risk. Without a recorded declaration of transfer, any fines generated by the new driver are attributed to them. The buyer, for their part, has one month after the transfer to have the registration certificate issued in their name.
In case of portal unavailability, the only alternative is to go through a professional authorized for the SIV or to turn to a Maison France Services with a digital point. Some motorists now centralize their procedures via the official Nox Autos website to avoid relying on a single administrative channel.

Simplimmat and its limits: what the application does not manage
Launched by the Ministry of the Interior and available on Google Play and Apple Store, Simplimmat allows for the declaration of a transfer and the registration of a used vehicle in a dematerialized manner, directly from a smartphone. The process relies on the physical presence of both the seller and the buyer, each on their own phone.
Simplimmat is limited to sales between individuals with the physical presence of both parties. Several common situations fall outside its scope:
- Transactions involving a professional in the automotive sector (garage, dealer) do not go through the application – these operators use their own SIV authorization.
- Imported vehicles require specific documents (tax clearance, French technical inspection as applicable) that Simplimmat does not handle.
- Address changes, requests for duplicates, or technical modifications to the registration certificate remain on the classic ANTS portal.
Presenting Simplimmat as a solution covering all vehicle procedures would therefore be inaccurate. It is a targeted tool, effective within its scope, but it does not replace the ANTS portal for the majority of other operations.
Registration of an imported vehicle: a distinct administrative pathway
Importing a vehicle from another EU country or outside the EU is often an underestimated use case. Recent guides remind us that the tax clearance is mandatory for any imported vehicle, whether new or used. This document, issued by the tax administration, certifies that VAT has been paid or is not due.
Additionally, for used vehicles, there is an obligation to undergo a technical inspection in France if the previous foreign inspection is not recognized. The timeframes for obtaining the European conformity certificate (COC) vary depending on the manufacturer and the country of origin.
Documents required for registration after import
The typical file includes the declaration of transfer or purchase invoice, the tax clearance, proof of identity of the holder, proof of residence, the conformity certificate, and, if applicable, the report of the French technical inspection. The absence of a single document blocks the entire procedure.
Field reports vary on this point: some owners report delays of several weeks to obtain the COC from foreign manufacturers, while others go through specialized providers who expedite the process.

Provisional registration certificate: the reform of January 2026
A decree from November 21, 2025, effective January 1, 2026, modified the format of the provisional registration certificate (CPI). This reform aims to make the temporary validity of the document more visible and to combat fraud.
The CPI allows legal circulation while waiting for the receipt of the final certificate. Its validity period remains one month. The new version displays the expiration date more clearly and incorporates enhanced security features.
For buyers of used vehicles, this change is seamless: the CPI is generated automatically at the end of the online procedure, whether via the ANTS portal or via Simplimmat. However, professionals authorized for the SIV have had to adapt their editing tools to comply with the new format.
Regional tax and cost of the registration certificate
The price of the registration certificate depends on several variables: the fiscal power of the vehicle, the tax rate set by each region, the type of fuel, and the age of the vehicle. The amount of the regional tax varies significantly from one region to another.
Some regions apply a partial or total exemption for electric or plug-in hybrid vehicles. This exemption is not automatic everywhere, and its maintenance depends on the annual deliberations of regional councils.
Beyond the regional tax, the total cost includes the management fee, the processing fee, and, for certain polluting vehicles, an ecological penalty. The simulator on the ANTS portal remains the only official tool to calculate the exact amount before initiating the procedure.
The multiplication of channels (ANTS, Simplimmat, authorized professionals, approved private platforms) facilitates access to procedures, but it requires knowing which tool corresponds to which situation. A change of ownership between individuals does not follow the same path as an import or a simple change of address. Identifying the right channel before compiling your file remains the first step to avoid administrative back-and-forth.
